Malaysia’s semiconductor expansion is colliding with a workforce reality: the country has investment momentum, but not enough engineers to support it. Mordor Intelligence estimates the Malaysia semiconductor market reached USD 10.85 billion in 2025 and is projected to rise to USD 16.51 billion by 2030, a forecast 8.76% CAGR. That growth is anchored by government support, including a RM 25 billion National Semiconductor Strategy (NSS). Yet multiple sources describe skilled labour as a key headwind. At SEMICON SEA 2026 in Kuala Lumpur, industry voices highlighted how the talent shortage pressures Malaysia’s push into higher-value activities.
The gap is often framed in stark terms. TechWire Asia reports Malaysian universities produce around 5,000 engineering graduates annually, while the government has acknowledged the industry needs 50,000 skilled engineers to meet current demand, described as a tenfold gap. The NSS targets training 60,000 highly skilled engineers by 2030, but the same reporting warns the shortfall is not one that policy can bridge quickly. Retention adds another layer: Wong Siew Hai, president of the Malaysia Semiconductor Industry Association (MSIA), was cited saying Malaysia loses an average 15% of its talent every year to brain drain.
Why the Pipeline Is Tightening as Demand Rises
Employer demand is also rising in specific hotspots. Trust Recruit notes the sector is expected to create 12,000 to 15,000 additional technical positions by the end of 2026, with hiring pressure especially visible in Penang. The same guide adds that, as of July 2026, over 400 semiconductor roles were listed on Indeed for Penang alone, underscoring how concentrated and competitive recruitment has become. Meanwhile, Edstellar states Penang alone is short of 50,000 engineers to support the semiconductor boom. These figures help explain why the Malaysia semiconductor talent gap has become an operational constraint, not just a policy issue.
The talent crunch matters because Malaysia is trying to climb the value chain while staying a critical node in global manufacturing. One source describes Malaysia as controlling about 13% of the global chip assembly and testing market, which raises the stakes for maintaining capability at scale. At the same time, Mordor Intelligence reports integrated circuits led with 71.40% of Malaysia’s semiconductor market share in 2024, while sensors and MEMS are forecast as the fastest-growing device category at a 10.56% CAGR through 2030. Moving into higher-value work needs more specialized skills, and shortages can slow that transition.
Industry and government responses are starting to take shape, but many efforts take time to mature. Mordor Intelligence reports a USD 250 million agreement with ARM Holdings launched in March 2025 to establish ARM’s first ASEAN office and train 10,000 engineers, aimed at strengthening design-engineering talent. Company-led programs also show the long lead times involved: the Malaysia semiconductor foundry report notes ViTrox launched an internal college in 2023, but its first cohort only entered production lines in late 2026. SEMICON SEA 2026 also carried a talent development track, including TECH Zoomers Bootcamp and TalentCONNECT sessions, reflecting a broader push to expand the pipeline.
